In early , we sat down together in an empty office in the hospital, where he described the week he spent as a political prisoner in Colonia Dignidad in February Peebles had been the commander of a clandestine anti-Pinochet militia until his capture by government soldiers.

They forced him into the back of a truck and drove for several hours. Along the way, Peebles tried to piece together his location. He felt the truck turn off the highway and slow onto a dirt road.

There was the strong odor of cow manure. Peebles thought he heard the muffled sounds of birds and flowing water. When the truck finally stopped, he took a deep breath.

The air was clean. He was taken to an underground cellar that smelled of linoleum and wood polish, stripped to his underwear and fastened down with leather straps to an iron bed frame.

His blindfold was replaced with a leather cap that came down over his eyes. It had a chinstrap that held his jaw firmly in place and earflaps equipped with metal wires.

More wires were taped to his ankles, thighs, chest, throat, anus, and genitals, all hooked into a voltage machine.

The first session lasted six hours. As Peebles was being shocked, his torturers sometimes beat him with a rubber cattle prod that emitted still more electric currents.

They stabbed him with needles that caused his skin to itch. They put out their cigarettes on his body and applied a sticky substance to his eyes and mouth; sometimes, if he screamed, they shoved it down his throat.

His interrogator wanted to know the identities of regime opponents and the locations of weapons caches, but for long periods there were no questions at all.

An older man, directing the others, spoke with a strange accent that Peebles first understood to be Brazilian or Portuguese, but later recognized as German.

You have to push here. His muscles tensed and his struggling caused the bed frame to buckle almost in two. Sometimes his blinders slipped out of place, allowing him brief glimpses of his surroundings.

There were egg cartons and potato sacks on the walls, presumably to absorb the sound of his screams.

At one point, he caught a glimpse of the older man who was directing his torture. He had tan skin, sunken eyes, and thin lips. In the following days, as his torture continued, Peebles lost all sense of time.

He fell in and out of consciousness. At times, he believed he was going mad. He thought he was going to die. When he asked for a blanket, his torturers doused him with warm water, quickly followed by cold water.

When not being tortured, Peebles was kept in a cell about 20 paces down a corridor, blindfolded and strapped to a metal grate. He received no food or water for what must have been several days.

The smell turned his stomach. He ate it anyway. At night, he tried to sleep, but his guards kept him awake. He heard the steady hum of an electric generator.

Above the noise, he could hear footsteps upstairs. He came to believe that he was being held in a basement of some kind, maybe underneath a cafeteria or a restaurant.

Eventually the torture stopped. Several months later, he was released and he fled to Europe. Meanwhile, Peebles settled in Brussels, where he continued to speak out on his own.

In , he was visited by a German reporter named Gero Gemballa, who was preparing a television documentary about the Colonia. He showed Peebles several reels of videotape he had obtained.

They appeared to be home movies shot by the colonos themselves. The judge reported back that Peebles description closely matched a bunker uncovered inside the Colonia, even down to the paneling on the walls.

Over the years, more survivors stepped forward, claiming that they too had been tortured in Colonia Dignidad.

No bodies have ever been found, but some remorseful DINA agents have talked. While the agent sat down to a formal dinner, the prisoner was led away by the Professor and several other Germans.

After a while, the Professor returned, accompanied by a black German shepherd. In truth, no one knows how many people were killed inside Colonia Dignidad.

As he drove back down alone, he heard machine gun fire echoing through the forest. No bodies were ever recovered.

According to at least one former high-ranking colono, the bodies of executed prisoners were exhumed in , burned to ash, and dumped in the river.

Others claim that the dead were buried in individual graves scattered about the hills and valleys. All that seems certain is that many of the prisoners who went into Colonia Dignidad were never seen again.

The request was denied, as were two others in and The colonos fought back with protest rallies and hunger strikes. Despite the growing public controversy, little changed inside Colonia Dignidad.

Schaefer carried on without interruption. Local families proved eager to participate. The program seemed like a good thing—at least to the parents—until, in the winter of , a year-old student named Cristobal Parada smuggled a secret note to his mother.

He raped me. A proud and seasoned professional, Henriquez had, in his 25 years on the force, been exposed to the darker aspects of human nature.

In a country rife with conspiracies, Henriquez held a rigid belief in facts. Inside the Colonia that summer, life went on as before.

The investigation taking form in far-off Santiago remained invisible to Schaefer and his followers. Local children continued to visit on weekends and holidays, the Intensive Boarding School remained in session, and, by all accounts, Schaefer continued to enjoy the sexual pleasures of his sprinters.

The pattern was interrupted only when word of the arrest warrant reached Schaefer and his lieutenants. A meeting was called on August 20, , to discuss what should be done.

Schaefer seemed badly shaken. As the colonos discussed how to proceed, he kept his head down and never spoke a word. Henriquez had hoped to capture Schaefer by surprise.

The caravan busted through a sequence of gates and only slowed as it approached the village itself.

Henriquez had given orders to his men, should they come under fire, not to retreat, but to move deeper into the village for cover.

To his surprise, resistance was minimal. Henriquez assumed these outbursts signaled that they were getting close to Schaefer, but in the end, Henriquez and his police went home empty-handed.

Over the years, Henriquez conducted more than 30 raids on the Colonia, always with the same goal in mind: to capture Schaefer. Theories abounded as to where he might be.

The colonos insisted he was dead. Others claimed he was hiding in the underground tunnels. Still others were convinced he had fled the country.

Henriquez came to believe that Schaefer remained in the Colonia for some time after that initial raid.

No one knows when Schaefer actually left Colonia Dignidad. Some say it was , others later than that.

What is clear is that at some point in the late s, he fled the area, never to return. The curious thing is that very little changed afterward. In time, they attempted a democratic experiment, electing a council of leaders to manage their affairs.

Meanwhile, Henriquez continued to conduct his raids, even after he knew Schaefer had fled. Although the graves had been emptied, investigators did find several car engines and side panels from vehicles that belonged to political dissidents who had disappeared.

The stockpiles, buried in at least three different locations, included some 92 machine guns, semi-automatic rifles, 18 antipersonnel mines, 18 cluster grenades, 1, hand grenades, 67 mortar rounds, kilograms of tnt, and an unspecified number of rocket launchers, surface-to-air missiles, and telescopic sights.

Also found were German-language instruction manuals and large quantities of ammunition. According to investigators, many of the weapons were of World War II vintage.

Schaefer was getting to be an old man by the time he fled. Among the other weapons, police found a walker capable of delivering an electric shock of 1, volts.

I am not sure how accurate everything is, for example I doubt he was really gonna be killed the very day after they fled, but it is not a problem at all if there are sequences that were added for dramatic purpose.

Still, a very large percentage of the film is accurate. They took the risk to be seen and exposed because their feelings for one another were just too strong to deny them.

This moment was a thing that so many romance films try to achieve, but most of them come short: a truly beautiful moment of affection and harmony in a world of drama around them.

Was there any? I maybe would not have gone with the super-dramatic ending and the chase sequences at the airport. Possibly one plot twist to many to show us the German ambassador as a fraud.

I would have preferred the flight being successful and them boarding the airplane together as an ending, even if it less spectacular.

The movie had enough brilliant edge-of-seat moments that delivered more than enough thrill for the runtime of slightly under minutes. But this is just a minor criticism.

I think this film here is a really brilliant achievement. I was very positively surprise. You really need to see it, especially if you have an interest in 20th century history.

According to the census of , there were inhabitants of the colony. The first inhabitants of Colonia Dignidad arrived in , brought by German citizen Paul Schäfer , who was born in , in the town of Troisdorf.

Schäfer's first employment in Germany was as a welfare worker for children in an institution of the local church, a post from which he was fired at the end of the s; he, then, faced accusations of sexual abuse against children in his care.

Afterwards, he worked as an independent preacher, forming a community in Gronau, which is an organization dedicated to working with children at risk.

Shortly thereafter, stories reemerged relating to the earlier allegations of pedophilia against him. The colony intended to project to the outside world an image of harmony, order and an inclusive system of communal work.

This was emphasized by the work of its own press operations who were recording and broadcasting videos showing their happy residents amid celebrations and commemorations: men dedicated to farm work, women and girls embroidering or preparing butter.

However, Schäfer's propaganda efforts were again and again overshadowed by allegations of people escaping from the colony and obtaining asylum in Germany.

The first, Wolfgang Müller, fled in and first exposed the atrocities that occurred within the colony. Müller obtained German citizenship and worked for a newspaper, soon becoming an activist in Germany against the leaders of Colonia Dignidad , and finally became the president of the foundation dedicated to the support of victims in Chile.

In the following year, he freed another inhabitant of the colony, Heinz Kuhn, who confirmed the allegations previously made by Müller, and provided more information on abuses.

However, these first allegations were rejected by politicians and were emphatically denied due to their ties with the management of the Colony in their preparation of the military coup of September 11, , as demonstrated later in Chilean court cases.

Before officially moving his organization to Chile, Paul Schäfer requested that the Chilean government exempt him from paying taxes and grant him asylum as long as he helped with gaining political intelligence.

The Commission has also noted that other sources concluded Colonia Dignidad was used at a minimum as a detention center for political prisoners.

Among these sources are spokesmen for the Government of the Federal Republic of Germany, and the Working Group on Enforced or Involuntary Disappearances.

The Rettig Commission ultimately based its conclusions on evidence that it examined directly. In these underground prisons, the captives were tortured in numerous ways, including mutilation from dogs and electric shocks.

There is speculation that the extent of Schäfer's involvement with Pinochet has not yet been fully disclosed. Each of these files contained details of severe human rights violations committed under Schäfer's supervision in collaboration with Pinochet.

In the late s, Pinochet allegedly ordered for the mass graves containing hundreds of murdered detainees to be unearthed and for the bodies to be either thrown into the sea or burned.

Journalist John Dinges has claimed [ when? This subject was proactively hidden, because of the problems experienced at the time associated with Argentina.

Chile took a turn to democracy in after 17 years of dictatorship, but Colonia Dignidad remained unchanged.

Allegations of abuses and humiliations that occurred inside the colony increased. National and international pressure intensified, but each time the police tried to conduct an investigation at the site they were greeted with a wall of silence.

Colonia Dignidad authorities remained powerful and also had allies in the army and among the Chilean far-right, [ citation needed ] who would warn them in advance when the police were preparing to visit the site.

Slowly, Chilean public awareness began to change, creating a growing feeling of resentment towards the place, which many began to perceive as an independent state , or an enclave within Chile.

Before coming to Chile, Schäfer had attempted to start an orphanage in Germany, but two mothers living there accused him of molesting their children, so to escape judicial consequences, he fled to Chile.

Colonia Dignidad grew to have about people, around of whom were children. The perimeter of the colony was made up of barbed wire, searchlights, and a watchtower.

The road to the colony cut through farmland and forest, and brought the traveler to a large barbed-wire fence that was generally heavily protected. Inside, however, the colony seemed fairly normal, though a bit old-fashioned:.

The village had modern apartment complexes, two schools, a chapel, several meetinghouses, and a bakery that produced fresh cakes, breads, and cheeses.

There were numerous animal stables, two landing strips, at least one airplane, a hydroelectric power station, and mills and factories of various kinds, including a highly profitable gravel mill that supplied raw materials for numerous road-building projects throughout Chile.

Schäfer, despite living in Chile for most of his adult life, spoke little Spanish, as only German was spoken inside the colony.

He was described as having a very serious demeanor, and rarely smiled, but was considered to be quite charismatic nonetheless.

At the same time, the government in Berlin is declassifying the Colonia Dignidad files. Human rights groups welcome as a "positive step" plans by the German government to make public files on the notorious Colonia Dignidad colony in Chile.

Files that would have remained sealed for another decade will be made available to journalists and researchers in the coming weeks, German Foreign Minister Frank-Walter Steinmeier said.

The documents detail how informed German diplomats were about what was going on in the colony from to The foreign ministry isn't responsible for what Paul Schäfer and his cronies did, but the German embassy denied the colony's residents the protection they would have needed.

Steinmeier conceded that German diplomats for decades turned a blind eye to the human tragedy playing out before them, adding that embassy staff in Chile should have been able to see what was going on at the Colonia Dignidad commune.

From the 60s to the 80s, German diplomats looked the other way, and "did too little to protect their citizens in this commune," he said.

The foreign ministry in Berlin has pledged that it will find out what role German diplomats played. Colonia Dignidad was founded in by Paul Schäfer, a German lay preacher, former soldier and convicted pedophile who fled the country to Chile after World War II.

Today, victims estimate that over the course of 30 years, more than 30, boys were raped at the remote commune hidden behind security fences.

Schäfer brutally suppressed and controlled his followers, including brainwashing, draconic punishments and enforcing a vow of secrecy.

Chilean military dictator Augusto Pinochet used the German commune, which was situated about kilometers south of the capital Santiago, as a torture camp, and hid weapons and poison gas on the premises.

One of the few who managed to extricate himself from the sect's grip doesn't like to be reminded of the role the German embassy played.
